Healthcare rights of migrants
Asylum seekers: When asylum seekers arrive in Estonia they are hosted in a special home and their state of health is examined by general practitioners or by specialist doctors if needed.
Refugees: All refugees get the same healthcare services and health insurance under the same principles as other Estonian citizens.
Undocumented migrants: Can access emergency care free of charge. They may access primary and secondary care in return for payment of the full cost.
HIV testing and treatment
Testing: Free for all, including undocumented migrants. It is also free for those who have national health insurance and are in prisons.

Treatment: Free treatment for some. An Estonian residence permit is required.
